Board of Directors

Lower Lights Health board of directors is comprised of 11 members, of whom 51% are patients. This is a requirement of our status as a Federally Qualified Health Center and represents the population of our service areas. Our board members enable us to keep in touch with the needs of our patients as well as the needs of the community.

Steffan J. Moody

As Oswald’s Senior Vice President and Middle Market Practice Leader, Steffan Moody personifies the mission, vision, and values of Oswald Companies. He has 20 years of industry experience and has been a critical component of Oswald’s success in the regional and national employer segments of group health & welfare benefits, risk management, and strategic planning.

His demonstrated commitment and guidance to Oswald’s Relationship Principles are evidenced by the team’s increased visibility in and impact on our community, region, and national footprint. Steffan’s accomplishments are wide-ranging; however, his primary areas of expertise are market growth & retention, client & vendor relationship management, improving operational efficiencies, implementing service improvement programs, mergers & acquisitions, and integrated health & productivity plans.

Steffan is a graduate of the Indiana University of Pennsylvania with a major in International Business and a minor in Marketing. In addition to his collegiate studies, Steffan holds his Life & Health License. He is a member of the Council of Employee Benefit Executives advisory committee for the Council of Insurance Agents and Brokers and is actively involved in numerous community and non-profit initiatives. In 2025, he was appointed to Board Chair for Lower Lights Christian Health Center, a federally qualified health system in Columbus, Ohio.

Thomas Slemmer

Retired, National Church Residences

Service has defined Tom Slemmer’s life. From his time in the United States Army as a decorated helicopter pilot, to his work with National Church Residences, to his decades of volunteering and numerous appearances advocating on Capitol Hill, Tom has put his soul into improving the lives of others. Tom worked for National Church Residences for nearly 40 years, including spending 26 years as their CEO. Though now retired, Tom continues his lifelong mission of helping the less fortunate and speaking up for his neighbors as Board Vice Chair for Lower Lights Health.

Paul McMillin

Paul is a proud patient of Lower Lights Health. His background includes military service, global justice efforts, nursing practice, and veterans’ advocacy. Assigned to the United States Army 25th Infantry Division, Paul fought in the Battle for Mosul in 2004-2005.

Providing compassionate care has been one of Paul’s goals since his honorable discharge from the Army. Paul spent 15 years providing direct patient care in the inpatient setting, most of which was in critical care. Paul has a Bachelor of Science in Nursing from Chamberlain College of Nursing.

As a veteran who suffered from toxic exposure illnesses, Paul was told that nothing was wrong with him by providers unfamiliar with his symptoms. Paul fought for his fellow veterans as well as his family as he participated and assisted with the passage of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxins, also known as the PACT Act of 2022. Since its passage, over 2,000,000 claims have been submitted with over 1,647,000 claims granted by Veterans Affairs due to PACT Act’s expanded eligibility criteria.

Paul and his family attend Sanctuary Church of Columbus in part due to its focus on racial reconciliation.

Andy Dorr

AVP – OSU Wexner Medical Center, Strategy & Transformation

Andy has twenty-five years in healthcare management, strategy, and business planning experience at Academic Medical Centers, community health systems, and with physician practices. He current serves as the Ohio State University Wexner Medical Center’s Assistant Vice President of Strategy and Transformation and he has been with the Medical Center since 2011. In this leadership role, Andy leads enterprise strategic planning, business development, project management, and competitive intelligence. Over the last serval years, Andy has been instrumental in setting and implementing organizational strategy leading to over $3 billion in capital investment, including a new eight hundred bed inpatient tower, over a million new square feet of ambulatory space, over half a million square feet of new research and academic space, doubling the provider workforce, and forming strategic partnerships across Ohio. The Strategy Team is of principle importance to Andy and he has the privilege of being part of an exceptionally high-quality, driven, and community-oriented team. He earned his master’s in health administration and policy from the Ohio State University and has been an adjunct health management faculty member. He also serves on Lower Lights Community Health Center’s board of directors and as its Finance Committee Chair.

Seana Mollette

Seana Mollette is a mammographer at Mount Carmel St. Ann’s Women’s Health Center in Westerville, Ohio. She has been a registered radiologic technologist since 2010. Seana earned her Bachelor’s of Science in Medical Imaging from Mercy College of Ohio. She has been a patient of Lower Lights Christian Health Center since 2019. When not working or caring for her family, she spends her time volunteering at church and with local nonprofits. She aspires to serve God and her community. Seana lives with her three children in Southwest Columbus.

Brooke Jackson, JD

Chief Counsel, Juvenile Department, Ohio Public Defender

Brooke Burns (Jackson) is Chief Counsel of the Juvenile Department of the Office of the Ohio Public Defender. Since 2006, a significant portion of her work has focused on challenging the application of Ohio’s Adam Walsh Act—S.B. 10, to children, litigating multiple challenges to the law in the Supreme Court of Ohio. She now manages a team of juvenile advocates who represent children throughout Ohio’s juvenile and criminal justice systems in trial level proceedings, state and federal appeals and post-conviction actions, and conditions of confinement. In addition, she serves on several commissions and boards dedicated to juvenile justice and/or racial equity in the legal system, including, but not limited to, the Governor’s Council on Juvenile Justice, the Criminal Sentencing Commission, the Central Juvenile Defender Center’s Regional Advisory Board, the JDAI State Executive Leadership Committee, and the Columbus Civilian Police Review Board.  Brooke is a certified JTip trainer and Adjunct Professor of Law at Capital University Law School. She and her husband Matthew are raising their three children in the near-East area neighborhood of Franklin Park.

Andrea Magaña Lewis

Educator. Lobbyist. Public relations professional. Andrea has worn many hats throughout her career and brings a well-rounded perspective to her work. Formally educated as a teacher, Andrea also has extensive experience in government affairs and corporate philanthropy.

In her current role with Nationwide, Andrea works in the Office of Corporate Citizenship, helping to drive initiatives that support social impact. Prior to that, she led content marketing efforts at the Dave Thomas Foundation for Adoption, raising the visibility of the organization and advocating for finding forever homes for children in foster care.

Previously, Andrea worked at Paul Werth Associates, where she provided strategic counsel and developed compelling campaigns. Her worked has earned numerous recognitions, including a Silver Anvil Award, the highest national honor in public relations.

During her tenure with the state government, she served in the legislative and executive branches, promoting policy initiatives aimed at improving the lives of everyday Ohioans. Her work was recognized by the National Conference of State Legislatures for its excellence in exploring topics of interest to legislators.

Andrea is deeply involved in mentorship and community service, and has participated in programs through Esperanza Inc., Big Brothers/Big Sisters and others. She is a current board member at Lower Lights Health and has also served on the board of Women for Economic and Leadership Development, the Ohio Department of Education’s Fairness and Sensitivity Data Review Committee, the Ohio Department of Mental Health and Addiction Services’ Trauma-Informed Care Committee and was appointed by the Franklin County Commissioners to the county’s inaugural New American Advisory Council.

Andrea resides in Blacklick with her husband and their three young sons.

Soledad Nilo is a long-term patient at Lower Lights Health who joined our Board of Directors in July of 2023.

Dannielle Schroeder

Director of Surgical Services, Memorial Health
Joined:  April 2021

Dannielle Schroeder is the director of surgical services at Memorial Health in Marysville, Ohio where she oversees perioperative services including sterile reprocessing, endoscopy, and inpatient/outpatient surgery.  Prior to being tapped as the director in early 2021, Dannielle served in various clinical and leadership roles under the surgery umbrella for over 14 years as a registered nurse.  After earning a Bachelor of Science degree in nursing from Chamberlain University in 2011, Dannielle pursued her passion for leading healthcare professionals and went on to obtain a Master of Science in Nursing as well as a Masters of Business Administration degree from Otterbein University.  She and her husband, Dustin, reside in Union County with their three young boys.

Tracy Whalen-Payne

Tracy Whalen Payne brings over two decades of experience in nonprofit leadership, with expertise in community engagement, grant management, and program development. She currently serves as Continuum of Care Manager at Community Shelter Board.  With deep expertise in grants management, compliance, and partnership-building, Tracy Whalen Payne brings a collaborative, data-informed approach to advancing equity and systemic change in the nonprofit sector.

Pastor Chuck Wilson

Pastor, Lower Lights Community Church of the Nazarene

Chuck Wilson is the Lead Pastor at Lower Lights Community Church – the church that founded Lower Lights Christian Health Center.  Chuck also serves on the Board of Directors for Lower Lights Ministries. Chuck is passionate about serving the community through the church and their two sister organizations. He loves the fact that these three organizations work together, arm in arm, to meet the holistic needs of the people in our community.  Chuck spent 30 years in education before joining the Lower Lights Community.  He is married to Donna, who also works for the church and has three adult children and 5 grandchildren.
